Why is my HbA1c high even though glucose is normal?
It is possible to have high A1C levels without diabetes in rare cases. Iron, folate etc can also increase HBA1C levels.

Fasting blood sugar (in the morning, before eating) should be Less than 100 mg/dL. 1-2 hours after a meal should be Less than 140 mg/dL. And 2-3 hours after eating should be Less than 100 mg/dL
The difference is A1C is the mean average for 3 months of control of blood sugar levels. Whereas fasting blood sugar levels are of the same day.
Yes, they both can be compared.
It can be done at anytime before or after meals.
Eating before A1C test wont affect the results.
