Low hemoglobin is a symptom of anemia caused specially due to underlying medical conditions and a poor diet.

Anemia does have prominent symptoms such as fatigue and pale skin which indicates low hemoglobin count. However, it is recommended to get a CBC test done to diagnose anemia.
Shortness of breathe (dyspnea) occurs when you are trying too hard to breathe and there is a feeling that you need to breathe deeper and faster due to shortage of oxygen. It is usually experienced if you are living with COPD, asthma or lung disorders.

With normal oxygen levels one can experience shortness of breathe if they have asthma, heart conditions, anxiety, or certain types of allergies apart from anemia. Consider consulting a doctor.
